Minutes of Meeting

 

Tuesday 7 October 2008 – Irvine Arms, Drumoak from 19.30 hours

2. Police Report

 

Inspector Stuart Ednie explained that the administration and operation of local policing was now established along Marr and Kincardine & Mearns boundaries.  The significance for CDDCC is that Drumoak and Durris are policed from Portlethen under Inspector Jim Gordon, whilst Crathes is policed from Banchory under Inspector Stuart Ednie.

 

Inspector Ednie left a Marr Area Police Bulletin behind at the meeting, to be e-mailed to the CC by Sgt. Kevin McKenzie.  Stuart Ednie to contact Jim Gordon to establish how Kincardine & Mearns wish to communicate with the CC. (Action: Stuart Ednie)

 

 

3. Minutes of September 2008

 

Approval of minutes deferred to November as the meeting was not quorate (although the later arrival of Anne Ross produced a quorum).

 

 

4. Culter Car Showroom

 

With respect to planning application APP/2007/4140, representatives from Culter Cars made a presentation to the CC.  Main points were the changes to the road layout (subject of discussion at the previous presentation at the CC meeting on 2th October, 2007), the family nature of the business and the site area to be extended to accommodate the service area.  Following the presentation, a CC vote was taken which resulted in  4:1 in favour of support for the application.  CC to draft a text for submission to the application process. 5. Matters Arising from Minutes of August 2008 meeting

 

5.1 Drumoak Sewage Treatment Plant

Nothing to report or discuss this month

 

5.2 Durris School - Proposed Car park

The school council has received a planning application form from Graeme Clark. The CC will submit this when received. (Action: School Council then CC)

 

5.3 Crathes Schools - Proposed Car park

Linda Clark is awaiting a response from Chris Charnley of the Crathes School Council, with a view to following the same process as for Durris School.

 

5.4 Myrebird Junction and other Roads Issues

During the police report, it was mentioned that action re this junction is with the roads department and progressing.

 

The issue of the new policy to apply a 30mph speed limit to all villages was briefly discussed with respect to Drumoak, Crathes and Kirkton of Durris.  The Roads department is to be asked when this policy will take effect. (Action: Linda Clark for Crathes, Graeme Clark for Drumoak and Kirkton of Durris)

 

 

6.  Drumoak Youth Project

 

Caroline Cruickshank reported that the park was working well and that three adults (Gail Bleakley, Karen Anderson and Delaine Morrison-Wallace), as well as 15 youngsters, have come on board to help take the project further.  There are a number of ideas/wants for the next stage of the park that have to be worked through such as biking, skate-boarding and climbing facilities.  These have to be worked through in terms of cost, safety and maintenance etc.

 

Due to other current priorities, Caroline tendered her resignation from the project and the CC.  Her resignation was accepted with reluctance. The community council members present thanked Caroline for her considerable efforts and success to date and wished her all the best.

 

 

7. Planning and Other Issues

 

7.1 New Planning Applications

See Culter Car Centre above, otherwise nothing to report this month.

 

 

8. Access Issues

 

Nothing to report or discuss this month

 

 

9. Data Protection Registration

 

As a result of this issue (the bureaucracy and waste imposed on CCs and Councils), John Hopkins has resigned from the community council.  At least one other member has expressed the intent to do so, should the Data Protection payment of behalf of the CDDCC go ahead.

 

John is a great loss to the community council as he single-handedly maintained the machinery necessary to administer the CDDCC as an entity.  However, John is prepared to provide a service with respect to the preparation and distribution of minutes, CDDCC and DYP accounts and the website.  This offer has been gratefully accepted.  In the meantime, the CC would like to thank John for the significant and sustained effort as a community councillor over the years to date.

 

An article has been drafted for the Deeside Piper which is planned for submission if the data protection payment has been made and the full extent of resignations is known. (Action: David Morrish)

 

 

10. Registration of CDDCC as a Charity

 

As neither John Hopkins nor Molly Atkinson was present at the meeting, this issue was deferred to next month.

 

 

11. Royal Bank of Scotland – Change of Authorised Signatories

 

As neither John Hopkins nor Molly Atkinson was present at the meeting, this issue was deferred to next month.

 

 

12. Bike Run

 

The next CC bike run will take place in the Spring. (Post meeting note: propose Sunday 5th April, the first Sunday of the school Easter holidays) (Action: David Morrish)

 

 

13. Correspondence

 

Aberdeen Community Planning Group has asked for space in the CC agenda to give a short talk. It was decided to write to the group and invite them to attend a monthly meeting. (Action: David Morrish)

 

 

14. AOB

 

The bus stop opposite the memorial in Drumoak is often littered with newspapers. This is felt to be as a result of paper deliveries to the shop getting scattered on collection. This will be discussed with the shop to look for a means to tidy this up. (Action: Graeme Clark)

 

A complaint has been received from a member of the public about street lights being out. Community councillors and councillors were asked to keep and eye out for defective lighting.

 

 

15. Resignations

 

Anne Ross has tendered her resignation from the Community Council.  The community council has accepted her resignation and would like to thanks Anne for her years with the council and her efforts as secretary this year. A new secretary will need to be found as a matter of urgency from one of the remaining councillors and a volunteer is required. (Action: All CCs)

 

In the course of these minutes we have mentioned 3 actual and one potential resignation. Membership and office bearers has therefore become and urgent issue for the CC, to be a key agenda item for November’s meeting.
