Minutes of Meeting

2.      Minutes of August 2007 Meeting

 

These were proposed by Jenny Watson and seconded by Molly Atkinson, and accepted as an accurate record.

 

 

3.      Keithmuir and DYP

 

Caroline Cruickshank reported that only 14 questionnaire replies (out of 400 survey forms issued) had been received.  Some shock was expressed at such a low response rate (3.5%), although others felt that low rates were endemic for this type of survey.  Summarising the few replies, Caroline Cruickshank said that:-

 

·        no-one wanted a sports pavilion

·        chutes, swings and picnic tables were desired

·        a skateboard park had been mentioned

·        no-one wished to volunteer to help

 

CHAP had donated £100 towards the cost of the project and had expressed potential willingness to assist in other ways.

 

A Heritage Lottery Fund (HLF) application had been prepared, but would require registration as a charity for any grant to be made.  John Hopkins said that CDDCC had not registered as a charity as there had - up to this point - been no concrete benefit in so doing.  There should be little problem in registering, if desired.  In view of the small scale of the popular response, however, it was decided to shelve both charity registration and HLF application.

 

After discussion, it was agreed that the revised targets should be lining-out and provision of goals for the tarmac sport pitch, installation of swings and the provision by Aberdeenshire Council of the boundary fence.  (Action: Debbie Cameron, Caroline Cruickshank).  Further possible targets could be reviewed thereafter.

 

Wendy Agnew had discussed the matter of the fence with Willie Munro and would progress this again upon his return from leave.  (Action: Wendy Agnew)

 

To contact Leslie Allen in order to find out about the practicalities and funding of the Aboyne playground equipment (Action: Debbie Cameron).  To progress with Willie Munro the potential for part-funding from the K&M Area top-up budget.  (Action: Graeme Clark)

 

Wendy Agnew had again visited the area of Keithmuir Park.  Local youths had assumed that she might be from the police.  She would continue to keep an eye on the area. (Action: Wendy Agnew)

 

 

4. Planning and Other Issues

 

4.1  Crathes Housing Development

 

David Morrish said that there was no news on this, in particular the winning bid had not yet been revealed.

 

4.2  Crathes Speed Limit (A957, north of Durris Bridge) 

 

David Morrish had received the speed measurements from Jim Craig, via Linda Clark.  He had also requested a copy of a subsequent police speed survey.

 

4.3  Illuminated Speed Warning sign west of Drumoak

 

Debbie Cameron stated that a number of local people had asked that the sign be moved further to the west, so that its beneficial effect extended further.  To draft an appropriate email and send it to David Morrish for on-passing to the appropriate Council official (Action: Caroline Cruikshank, Debbie Cameron)

 

4.4  Planning Application for Kashentroch, Crathes

 

To look at this application and advise David Morrish whether CDDCC should comment (Action: Jenny Watson)

 

4.5  Planning Application for Land NW of Deeview Gardens, Drumoak

 

To look at this application and consider whether CDDCC should comment (Action: Molly Atkinson)

 

4.6 Durris School

 

Graeme Clark noted that interviews for a new Head Teacher for Durris School were shortly to be held.

 

4.7 Condition of Road Surface (Woodlands to Kirkton)

 

Graeme Clark had spoken on this to Mark Skilling, who had taken note of this issue.

 

4.8 Park Bridge Weight Limit

 

A reply had been received from Willie Munro saying that (twenty four months on) “work on this is still ongoing with the intention of changing the weight limit”.

 

To write to Iain Gabriel, drawing this delay to his attention (Action: John Hopkins).

 

4.9 Informal Roadside Signs

 

The matter of informal roadside advertising signs e.g. “Morag is 40 years old”, “Car Boot Sale Saturday” was discussed.  Some felt that these were acceptable, provided they were removed by the installer immediately after the event.  Others felt that non-commercial signs were acceptable, whereas commercial ones were not.  Yet others felt that they unsightly and constituted a road hazard.

 

To write to Aberdeenshire Council seeking their views on the matter (Action: David Morrish)

 

 

5. Park Quarry Liaison Group

 

It was noted that the meeting of this Group had been postponed to 14 September.

 

 

6. Correspondence

 

6.1 Marr Area Community Forum

 

To arrange for either Keith Whitehead or himself to attend the forthcoming meeting at Crathes Hall (Action: David Morrish)

 

 

7. Access Issues

 

7.1 West Park

 

David Morrish noted that the gate at Park had been re-locked, although the barbed wire not replaced.

 

7.2 Dalmaik Farm (7-strand barbed wire fence)

 

To progress this matter with Alasdair Fulwood (Action: Molly Atkinson)

 

7.3 Drumoak Glebe

 

To investigate reports of a gap whereby cars could access the Glebe outwith the opening hours of the metal gate (Action: David Morrish)
