3. Schools

 

3.1 Drumoak Primary

 

It was noted from November that there was no progress on funding for the new school. The question of local funding was raised as a means to both acquire and accelerate the school ‘project’. To be raised with Sid Grey, Head of Property, Woodhill House (Action: John Hopkins)

 

 

4. Drumoak Youth Project (DYP)

 

Outstanding items:

To continue to attempt to contact Scotsport to discover potential appropriate next steps for the ballcourt (Action: David M to address with Don Keith)

To attempt to determine the ownership of the vandalised portakabin at Drumoak Public Park (aka Keithmuir Park) (Action: Sandy Wallace)

 

 

5. Quarry Liaison Committees

 

Meetings – with Leiths (Nether Park) on 21 Nov 05 and Chap (Park) on 22 Nov 05 Obtain feedback from meetings and pass on continued concern re the fencing on the Park Road. (Action: David M to address with Don Keith or William Downie)

 

Aggregate extraction at the Milton of Crathes appears to be accelerating, raising issue of safety and compliance with planning regulations.  To raise with Aberdeenshire Planners (Action: David Morrish)

 

 

6. Major Developments

 

6.1 Drumoak Housing

 

Concerns were raised about the requirement for landscaping the new sewage plant. Local history in this respect and other local examples (it was noted that the new Kincardine O’Neil plant had, as yet, no visual landscaping) have prompted questions from Drumoak residents. CC to seek clarification from Scottish Water having spoken first to Councillor Wallace (Action: David M)

 

6.2 Proposed Crathes Housing Development

 

The Community Council has sent in its objections to the proposed changes to the Local Plan with respect to the proposed area designated for Housing in Crathes. The CC also took the opportunity to state its objections to the plan as a whole. This is a position supported by the whole community council. Receipt of the objection has been acknowledged by AC.

 

The CC awaits the Development Brief for comment as promised by the AC Planning Policy unit. Councillor Watson pointed out that she would ensure the involvement of the Design Forum.

 

6.3 Proposed Woodlands of Durris Housing Development

7. Planning Applications

 

Concern was raised about the planned junction of the East Mains of Drum Nursery and Garden Centre – Proposed Access Road Junction Layout. The proposal involves a filter lane arrangement which will need to overlap with a similar arrangement for another junction. This is thought to be an unnecessary hazard, especially as alternatives appear to be available. CC to take police advice (Action: Molly Atkinson)

 

 

8. Paths, Ways & Access

Outstanding Actions:

David has inspected the 7 strand barbed wire fence. He will now write to Dalmaik Farm which appears to own the land (Action: David Morrish).  Follow-up visit from Molly. (Action: Molly Atkinson)

 

In 2006 construction of the Deeside Auld Line Way will continue from the Mills of Drum to Crathes with a planned completion date of end February. However, it seems as though the Park Estate has seen fit to erect steel gates across the ‘Way’ which seems to detract somewhat from the purpose of the path. To be investigated. (Action: Molly Atkinson)

 

There is local Crathes concern over cycle/walk way access from Crathes to The Milton. The existing path (part of the old railway) is being progressively removed estate quarrying activity. This activity is observed to have increased significantly recently giving rise to safety concerns, as well as questions of rights of way and planning consent. Jenny Watson agreed to seek clarification from Mr Burnett. This is of particular importance give the inevitable and welcome arrival of cyclists and walkers delivered by the new Deeside Auld Line Way.

9.  AOB

 

9.1 Waste Management

 

Wheelie Bins – A number of complaints and letters have been written to the local media and AC with respect to the new wheelie bins with a number of issues. Added to these was the anticipated difficulty of storing additional large bins in restricted areas such as in Crathes in the area adjacent to the post box. No action was recorded.

 

9.2 Advertising the Community Council Meetings

 

It was agreed to advertise meetings in the Church Newsletter – Meeting dates to go to Don Keith by early March. (Action: David M)

 

9.3 New Licensing Scheme for Public Halls

It was agreed that the involved bureaucracy was completely OTT and not at all fit for purpose for community halls such as ours. It was agreed to approach the hall committees and offer our support in resisting the proposals (Action: John H (Durris & Drumoak), David M (Crathes))

 

9.4 Naming of Roads in Durris

The proposal of ‘The Cairns’ for the road in the new development was to be consulted with the local community. (Action: John H)

Likewise the plans for the Durris Diversion timed for 16th January. (Action: John H)
