1. Minutes of September and October 2005 meetings

 

The minutes were approved.

3. Schools

 

3.1 Drumoak Primary

 

The land being loaned by George Wight to the school is currently being fenced.  This is east of the school in the wooded area.  It is for an eco-schools project.

 

John Hopkins had received a letter of acknowledgment from Willie Munro about the notes of the public meeting.  The letter also addressed the mater of connecting the school to mains sewerage, which was not yet feasible.

 

No progress on funding for the new school.

 

 

4. Drumoak Youth Project (DYP)

 

To continue to attempt to contact Scotsport to discover potential appropriate next steps for the ballcourt (Action: Don Keith)

 

To attempt to determine the ownership of the vandalised portakabin at Drumoak Public Park (aka Keithmuir Park) (Action: Sandy Wallace)

 

 

5. Quarry Liaison Committees

 

Two meetings have been scheduled – with Leiths (Nether Park) on 21st and Chap (Park) on 22nd.  To attend and report back (Action: Don Keith)

 

Aggregate extraction at the Milton of Crathes appears to be accelerating, raising issue of safety and compliance with planning regulations.  To raise with Aberdeenshire Planners (Action: David Morrish)

 

 

6. Major Developments

 

6.1 Drumoak Housing

 

To progress reply to letter about terracing sent to Aberdeenshire Council (Action: David Morrish) and to transfer this learning to other local developments (Action: David Morrish)

 

To investigate concerns about drainage in area south of A93.  (Action: Don Keith)

 

6.2 Proposed Crathes Housing Development

 

Volunteers are coming forward to help respond to the development plans.

 

6.3 Proposed Woodlands of Durris Housing Development

 

David has not yet got hold of Stuart Young of Dunecht estate on the subject of the planning gain issue To progress this (Action: David Morrish)

 

 

7. Planning Applications

 

Nothing requiring comment.

 

 

8. Deeside Way

 

David has inspected the 7 strand barbed wire fence. He will now write to Dalmaik Farm which appears to own the land (Action: David Morrish).  Follow-up visit from Molly. (Action: Molly Atkinson)

 

Construction has stopped at Mills of Drum due to running out of budget.  Mark Hagger to be asked about the funding of the next stage (Action: David Morrish).

 

 

9. Development of Wind Farm at Mid-Hill

 

Access to site is via CDDCC area and the other three areas involved will have turbine sites.  The letter from Sandy Wallace says Natural Power made the ‘planning gain’ cash offer to CCs and Aberdeenshire Council Planning Service accepted it.

 

The money will not be available much, if at all, before 2007.  There is, as yet, no date for connection to the local electricity grid.

 

To write to Natural Power giving CDDCC’s agreement to proceed with the draft Agreement (Action: John Hopkins) (done)

 

 

10. Plants for Environmental Beautification

 

To progress with Aberdeenshire Council the free provision of flowering plants (Action: Don Keith)

 

11.  CDDCC Charitable Donations

 

The balance of CDDCC’s account, prior to the meeting, was £444.86.  It was agreed that charitable donations of £200 be made to the Drumoak & Durris Church (to subsidise the Newsletter, including making it available in Crathes) and of £150 to Friends of Crossroads (Action: John Hopkins) (done)

12.  Ward Boundary Review

 

David has spoken to Mike Rumbles and got a reply.  The matter is now in the hands of the Boundaries Commission.

 

 

13.  Newsletter

 

The information about Neighbourhood Watch is out of date (Action: Don Keith).

 

 

14. AGM

 

Drumoak Hall has been booked for Wed 7th December.  AGM to start at 19.30.  Wine and cheese after business part (Action: Jean Downie).

 

We need to advertise the AGM 7 days before in the Piper, i.e. on 22nd or 29th (Action: David Morrish).

 

We need to advertise for nominations for CDDCC.  Information to go onto the web site and also the nomination forms (Action: John Hopkins) (done)

 

Extract from Constitution, concerning numbers of members:-

 

  1. Not fewer than 7 (seven) nor more than 13 (thirteen) persons elected by residents within the Community Area whose names appear on the relevant Electoral Register or Registers.  Persons eligible to stand for election must either appear on the relevant Electoral Register or Registers or be a sole trader or equity partner in a business located within the Community Council area although not necessarily personally resident in that area.
  2. Not fewer than 2 (two) nor more than 4 (four) representing Crathes and not fewer than 3 (three) nor more than 5 (five) representing Drumoak and not fewer than 2 (two) nor more than 4 (four) persons representing Durris.
