As the meeting was inquorate (the quorum being
5), a number of items were discussed, but without definitive decisions being
taken on behalf of CDDCC.
1. Minutes of 13
September 2005 meeting
The meeting being
inquorate, approval of the previous minutes was held in abeyance.
2. Forthcoming
Minutes Secretaries
3. Schools
3.1 Drumoak
Primary
An email had been
sent to Willie Munro on 12 September, raising the questions of the mains
sewerage connection and progress with the proposed donation of land
adjacent to the existing Drumoak School for an extension to the playground. No answer had yet been received.
Separate
correspondence from Stuart Robertson had indicated that no
(planning gain) monies had been allocated to the sewer connection, nor was the developer
at a stage appropriate for such connection to be made.
See
also section 3.2
3.2 Crathes
Primary
After receipt of certain clarifications from Mark Skilling, the proposal
to implement part-time 20 mph speed limits outside each of Crathes, Woodlands
and Drumoak Schools had been welcomed by CDDCC.
3.3 Woodlands
(Durris) Primary
See also section 3.2
4. Drumoak
Youth Project (DYP)
To continue to
attempt to contact Scotsport to discover potential appropriate next steps for
the ballcourt (Action: Don Keith)
To attempt to
determine the ownership of the vandalised portakabin at Drumoak Public Park
(aka Keithmuir Park) (Action: Sandy
Wallace)
5. Park Quarry
Liaison Committee
To enquire of
Douglas Gray the proposed date of the next meeting (Action: Don Keith)
6. Major
Developments
6.1 Drumoak Housing
A letter had been
sent to Planning Services, raising this issue of the adverse visual impact of
the terracing of the northern site. No
response had yet been received. This issue must be addressed prior to the
proposed Crathes housing development, which was also on an undulating site.
6.2 Proposed
Crathes Housing Development
David Morrish
noted that he understood that a Development Brief might be made available
towards the end of October. He had
written to interested local residents to refresh their memories on developments
thus far.
6.3 Proposed
Woodlands of Durris Housing Development
To discuss the revised plan for Woodlands of Durris housing etc. with Dunecht Estate (Action: David Morrish)
7. Deeside Way
To raise with
Aberdeenshire Council an objection to the seven-strand barbed wire fence
erected on a path leading to the Deeside Way.
(Action: David Morrish).
8. Planning
Applications
Discussion was held over because of the absence of those who monitor the
weekly lists for each part of the CDDCC area.
9. Development
of Wind Farm at Mid-Hill
To enquire of
Aberdeenshire Council (Action: Sandy Wallace) :-
Upon receipt of this information, to
respond appropriately to the letter of 21 September from Natural Power seeking
to proceed with the draft Agreement (Action:
John Hopkins)
10. Plants for
Environmental Beautification
To progress with
Aberdeenshire Council the free provision of flowering plants (Action: Don Keith)
11. CDDCC Charitable Donations
Because of its
economical operation, CDDCC spends little money on itself. Hence it is once again in a position to
consider modest charitable donations to local bodies from its own funds.
Equally, it was
important to raise the representational profile of CDDCC, which suffers like
many other CCs from limited participation.
This could argue for spending more on publicity.
To discuss both
issues and agree any such donations at the November meeting (Action: All)
12. Newsletter
The quarterly
Drumoak & Durris Newsletter, produced by the Drumoak and Durris Church, is
delivered to all addresses in those parishes.
Additional copies are printed and made available via Crathes Primary
School and Drumoak Post Office for Crathes residents.
To publish the
Newsletter in toto via the durris.net
website (Action: John Hopkins) (done)
13.
Ward
Boundary Review
To write to the Local
Government Boundary Commission for Scotland and to Mike Rumbles, arguing that Drumoak
and Durris wards be attached in future - along with Crathes - to Banchory (and
not to Portlethen/Stonehaven), for reasons including those noted in the
September minutes. (Action: David Morrish).
14.
Forthcoming AGM
It was agreed, in respect of the forthcoming AGM that:-
·
it would be held in December, immediately prior to
the December monthly meeting
·
Drumoak Church Hall would to be used for the meeting
·
to book Drumoak Church Hall for 6 December (Action:
Don Keith)
·
to verify with the Session Clerk that complimentary provision
of cheese and wine could be acceptable (Action: Don Keith)
·
the AGM would be advertised in the Piper two weeks
beforehand, hopefully alongside an editorial piece designed to raise issues of
interest
·
to produce and circulate for input a straw man for
the latter above (Action: David Morrish)
·
to produce the agenda for - and minutes of - the AGM
(Action: John Hopkins)
