1. Induction of New Councillor Doug Allstaff, a member for Crathes was proposed for cooption by Donald Keith and seconded by Julia Mackay
2 Adoption of minutes of meeting of 3rd Feb Proposed by Julia Mackay seconded by Molly Atkinson (there being no March meeting)
3.1 Further action on Mr Harper’s request for slow down signs was discussed and agreed that there was little else that CDDCC could do to overturn the Roads Dept decision. In the discussion, the “bikers’ signs” were cited as safety enhancing measures that are less necessary than the sign proposed to protect children crossing the road. It was agreed to draw this to the attention of Roads Dept (Action Julia Mackay)
3.2 Drumoak mini-recycling Molly Atkins attended site meeting re concrete hardstanding for bins. Agreement reached on the proposals.
3.3 Nursery
funding Julia Mackay reported that the Nursery had raised further funds towards
the proposed equipment and shortfall was reduced to £85.00. Agreed that CDDCC
should provide £85.00 (action John Hopkins)
4 Correspondence
4.1 ALP – the
final date for the response on the ALP is now 26th April (Action David
Hirst, Doug Allstaff and Donald Keith)
4.2 Aberdeen
Forward is a charity involved in increasing the use of composting and will
provide workshops to interested communities. Agreed to check their website (Action
Donald Keith)
4.3 Community
Council Training – AC are planning training sessions for CCs. Agreed to review
for merit (Action Molly Atkins)
5 Drumoak Houses
A formal response from Stewart Milne Homes to CDDCC questions is promised for this week. The number of houses will be slightly less due to Planners’ siting considerations. Also, it is understood that the extension to the sewage plant will be limited to this development’s requirements and will have no additional capacity. Checking with the Planners has revealed a number of issues which they think will take some time to resolve. Stewart Milne Homes for their part are targeting to start work after the trades holidays.
It was agreed that not withstanding the sewage question the Long Term “Planning for Real” exercise should continue, and John Hopkins and Donald Keith will prepare the presentation which should be scheduled just prior to the K&M Area Committee determination meeting.
It was agreed that such a meeting would be beneficial to “draw a line” under the Park Quarry Planning Application. The attendees should be limited to three. Donald Keith, Ron Stark both of whom had detailed knowledge of the subject and Julia Mackay as a new member with a fresh pair of eyes. 7 DYP03 Update Report Accepted
1.1 Planning Permission has been granted for the shelter plan
1.2 On-site discussion has been held with Steve Welsh of Sports & Recreation and John Birkeshaw of Estates with a view to gaining AC approval to use the site and AC taking over the completed shelter from CDDCC. Response expected next week
1.3 £2,500 is now included in AC top-up budget proposal towards cost of shelter. Approval at KM Area Committee meeting 23rd March.
1.4 Work planned to start after 1.2 resolved.
2.1
Confirmation
received that £15,000 can be carried over into 04/05 financial year was
eventually received at the end of March.
2.2 Follow-up meeting held with Bert Mackintosh, who confirmed his willingness to assist with the project
2.3 Planning gain checked with AC planners. £277/household (£19,944) – for community facilities can be allocated towards the project
2.4 Second bid received from Hunter Construction which is more comprehensive. Comparison and Funding sources are:-

Enquiries might
enable us to reduce site costs by material donations by say £3000 or so, so the
project looks financially viable – especially if we and AC can persuade SM to
be up front with the planning gain funds.
2.6 The issue of a caretaker is also a concern and needs to be addressed.
8 AOB
8.1 St Ternan Fair. A medieval fair is planned for
Banchory and various groups can participate and use it as a fund-raising
venture. It is agreed to consider this and find out more about the potential
benefit of community participation.
